How effective is CCTV ?

Documents released by the Met Police show that fewer than 1 crime is solved for every 1,000 CCTV cameras deployed. See the report in today's Telegraph. This backs up findings from recent reports by the Home Office and Association of Chief Police Officers in 2005, 2007 and 2009.
