Even were Mr Chindamo to be deported to Italy what would prevent him (as a 'good' citizen of the EU) from returning here on the next flight?
Art 27 of the Citizens Directive provides for expulsion and restriction of entry on grounds of public security. It applies a similar proportionality test to the deportation criteria, so arguably it needs to be revised as well.
